       Official Community Plan (OCP) for three (3) southern electoral areas
       Mill Bay/Malahat, Shawnigan Lake and Cobble Hill (Areas A, B and C respectively); 
 
      Now,

1.       Is South Cowichan a legal entity?

2.       Who concocted “South Cowichan”?

3.       Is this OCP exercise a step towards INCORPORATION?

4.       Where does the CVRD Board’s ECO-DEPOT INITIATIVE fit in all this?

      Why is Area-A - Mill Bay/Malahat OCP being reviewed suddenly?
            "It was a project for just Shawnigan Lake and Cobble Hill for quite a while and now, since last summer, the regional board has asked us to include Mill Bay/Malahat"

      How does this fit in with the southern electoral area directors' plans for "Urbanization"?

·   Does this give the present Directors' free reign to approve rezoning of large developments without provincial oversight?

·   Are the Directors' up to the task?

·   Could this be a dangerous initiative?

·   Why now?

·   When was the resolution made to allow such a request to the ministry?

·   Who authorized the resolution?

·   Is this an effort to circumvent lack of BI-PARTISAN POLITICAL SUPPORT?

Is the POOL referendum related to TPP/Bamberton application?
Very much so. Refer to October 21 APC staff report documents regarding recreation and amenities. A one time contribution is being talked about, capped at $5 Million at the average of $2000 per unit sold towards recreation from Bamberton because it will bring more people into South Cowichan! They will all use Kerry Park as there is no recreational infrastructure planned within their development and hence the need to beef up existing infrastructure -> referendum. They want existing taxpayer's to foot the bill for the pool and its maintenance.

              Proponents of the largest land rezoning proposal under consideration by CVRD in electoral Area-A, Mill Bay/Malahat.
              Developers: Jack Julseth, Ross Tennant and Joe Van Bellegham.

        And just who is  "Three Point Properties"?
        FOSI has not been able to find an answer for this question. The recent CVRD staff report to APC indicates there are
        only 5 investors. Way back in  2006/2007 the response from the developer was "a consortium of approximately 50 investors".

Trillium was contracted to cover some aspects of the TPP Bamberton rezoning application. However, this report was not available to the public during TPP's information sessions.  The technical portion of this report merits your attention. Link included here:

How has FOSI contributed?

Over the last six months, a core group of FOSI members have:

  • Promoted awareness in region through media articles;
  • Attended all Area-A APC meetings as observers;
  • Created flyer content for mass mail-out;
  • Accomplished bulk mailout flyer to Electoral Area(s) - A, B and C;
  • Presentation to the EASC board meeting -- requested special motion for a public meeting option be included for consideration before EASC makes any decision on TPP/Bamberton application.
  • Established group and web presence;
  • Post "Vote No" signs to cover pool referendum (ongoing; Nov 2009);
  • Promptly retrieve "Vote No" signs after referendum; and
  • ...
